Being an avid user of DirectDraw, I'm always interested in finding new ways to squeeze just a bit more performance out of it and so I wasted little time before trying out the example you've presented here.

Unfortunately, although I'm sure I implemented it correctly (apart from the fact that I'm not using C++ in my project), I found it to be excruciatingly slow.  However, it did get me thinking about the matter and I was able to find another method which proved to be at least 5-6 times faster than the supplied Surface.Drawline method. Looking back at your code I think I can see where I went wrong - in that pts is an array of arrays.

I will try it again but for the time being I settled for locking the target surface and passing the lockeddata to a Drawing.Graphics object and calling the DrawLine method.  It puzzles me how this can be faster than DirectDraw doing it internally but it turns out to be much, much faster.
